The universities have negotiated discounts for article processing charges (APC) if the authors want to pay the APC fee to open their article in a paywall journal subscribed by the university of the corresponding author. You can see below the publishers that give discounts to the authors at the University of Lapland.
Opening the articles for free or by paying minor fees according to the library subscription agreements is recommended.
Paying extra APC fees for opening the articles in paywall journals is not recommended by the open science policy of the university. It can be done, if e.g. the funder requires opening the publications within a certain number of months and the embargo for opening a self-archived copy of the article in the journal is longer. The university doesn't have central funds for paying the APC fees, the money should be included in the project budget.

FinELib has made a Sage Premier agreement with Sage for years 2020-2022. The agreement includes access to approx. 950 Sage journals, as well as APC-free open access publishing for researchers in Sage hybrid journals and 20 % discount to APC fees in Sage OA journals.

Researchers can publish their articles open access free of charge in the Taylor & Francis journals included in the list below and in the journal Annals of Medicine, if the article is accepted for publication between 3.6.2020 and 31.12.2022 and the corresponding author is a researcher of a student of one of the Finnish universities or research institutes that are subscribing to the journals of Taylor & Francis. The University of Lapland is subscribing to the SSH collection of Taylor & Francis journals, which means that the researchers of the University of Lapland can publish their articles as OA without APC fee if the journal belongs to SSH package. If the corresponding author is from another research organization that is subscribing to other collection of T & F journals, the list of journals is different.
There is a limited number of OA articles available annually during the agreement period. OA articles belonging to the agreement will according to estimates run out in late October. At the beginning of 2022 new set of free OA articles will be allocated.
Eligible articles are core, peer reviewed research articles, defined below but not necessarily limited to the below list.
T&F has two different routes for leaving the manuscript to be accepted: Editorial Manager and ScholarOne. This varies journal by journal but the system directs you automatically to the right route. At the acceptance stage you are identified belonging to a certain organization on the basis of the name of the organization. When sending the article you should carefully select your organization from the drop down menu and use your organizational email address to make your organization known to T&F. In case your affiliation changes after leaving your manuscript don’t forget to tell your production editor about your new affiliation.
If your article is accepted, T&F will send you and your organization an email about the acceptance and at the same time they will inform you about your organization’s Open Access agreement with T&F. After this (usually within 24-48 hours) you will get another email which contains a link to the publishing agreement.
Option 1.
The library accepts the open access publishing of your article free of charge in the T&F system before you have signed the publication agreement.
Option 2.
You sign the publishing agreement before the library has approved the publishing of your article open access free of charge.

According to the subscription agreement of the library the authors at the University of Lapland are able to publish their articles openly without APC fees in OUP hybrid journals.The corresponding author's affiliation has to be the University of Lapland or some other organization in the agreement.

Under FinELib consortium’s agreement with Elsevier, corresponding authors can publish their articles open access without article processing charge (APC) in Elsevier hybrid journals eligible for the agreement. There is a limited number of free open access articles available during the agreement period 2021-2023.
Discount is available when these conditions are met:
The list includes over 1600 Elsevier owned hybrid-journals and over 100 Full OA-journals. The society-owned titles published by Elsevier are not included. The article types eligible are full length journal articles, review articles, short communications, case reports, short surveys, original software publications, data articles, micro-articles, protocols, replication studies, videos.

It is assumed that all corresponding authors in the University of Lapland will want to publish open access without any APC fee. If this is not the case with you, complete the My Publication process and then contact your library/information service. They will reject verifying your affiliation in the system. You will then receive a new link to My Publication and your article will be published behind a paywall.
FinELib consortium’s agreement with Springer Nature includes open access publishing in Springer’s hybrid titles during the agreement term 1.1.2021-31.12.2023. The author does not need to pay an APC (article processing charge). The charges are covered by the agreement.

The process varies by journal title. Use the name of your institution and your institutional email address in all communications with the journal. Agree to the open access license used by the journal title according to the instructions above. Springer will alert your institution and your library/information service will verify your affiliation in the system. Springer will publish your article open access.

Open Access Publishing in Emerald Journals
FinELib consortium’s agreement with Emerald offers authors an opportunity to publish their articles voucher under the CC BY-license with a free open access. This means that there is no article processing charge for the author. The vouchers can be used during the agreement term (1.1.2021-31.12.2023)
Emerald Premier's 2021 free vouchers have been used up. In 2022 and 2023, the right to publish will be unlimited.
Who is eligible to use the free vouchers
Corresponding authors affiliated to the University of Lapland or other Emerald Premier subscribing institutions are eligible to use the free vouchers. The author must use his/her institutional email address when submitting the manuscript. Emerald will recognize the authors eligibility for the voucher from the institutional email domain.
What can the vouchers be used for?
The vouchers can be used for publishing in all titles in the Emerald Premier-collection as well as in Emerald’s only fully open access titles ”International Journal of Climate Change Strategies and Management”.
The vouchers can be used for the following article types:

Authors from University of Lapland will get 10 % discount on articles accepted in journals published by MDPI. The authors will get a discount on the Book Processing Charges (BPCs) and on Chapter Processing Charges (CPCs) in Editions for MDPI Books as well.
Authors are prompted in the last step of submission to determine if they are eligible for discounts under the open access program. The program is pre-selected if authors are submitting from within the network of the institute (IP range detection).
FinELib consortium’s agreement with Wiley enables the researchers to publish their articles open access in Wiley’s Full OA and hybrid journals during the agreement term 2020–2022. The agreement includes a fixed and limited annual amount of funds for OA articles.
In 2020, approximately 53% of articles by the authors of the subscribing institutions can be published open access without additional charge (Article Processing Charge, APC).
In 2021, approximately 75% of articles were published open access without additional cost.
The OA funds for 2022 can be used for publishing articles OA instantly from the beginning of year 2022.
